Rights of disabled people in Brazil: summary of news and legal framework of constitutional configuration. The problem of effectiveness

This work does not exhaust the legal means of protection of people with disabilities in Brazil. The idea is to address the issue from an historical perspective, revealing evolution points and that shows how, despite of the good regulatory framework, we still find obstacles that impede or complicates the full social inclusion of this vulnerable group.The starting point will be the Constitution of 1967. The lack of specificity is appreciated, contrary to the previous constitutions of 1824, 1891, 1934, 1937 and 1946. In these texts, there was a direct prediction on the subject. Here will see the current approaches.
